Not so much failure of political will, more totally taken aback by the strength, guile and extraordinary tactics used by the enemy. True politics did play its part come the end but in all truth the far better resourced Americans got their asses kicked.

Yes, winning every single major engagement is really "getting your ass kicked." 10 to 1 casualty rates in your favor is "getting your ass kicked." The defeat in Vietnam was purely a failure of political will, the NVA had no chance of forcing a decisive result in the field, it simply lacked the necessary combat power.
